Charities Amendment Bill

Age Concern New Zealand would like to see a first principles review of the Act carried out by 
an independent body such as the Law Commission. A first principles review would include
revisiting the definitions of a charity and charitable purpose. However, we note a first 
principles review has been deemed out of scope for this current review. This is at odds with 
the Government’s original stated intention of widening the definition of charitable purpose. 

Instead, this current review is strongly focused on increased regulation and making practical 
revisions to the Act that:
• increase transparency for the public
• provide more accessible tribunal services for charities to appeal decisions
• reduce the financial reporting requirements for smaller charities
• increase transparency about accumulated funds

Age Concern New Zealand, along with most of the charitable sector, wants the government 
to commit to a first principles review.
